Since its establishment in 1968, the Seneca High School Army Junior Reserve Officers’ Training Corps (JROTC) has served our school, community, the State of South Carolina, and the United States of America by providing citizenship training and community-based practicums. Throughout its history, the unit has fostered and maintained a rich “Tradition of Excellence.” We believe that our cadets are our credentials. Our school, community, state, and nation are beneficiaries of their character and leadership.

JROTC CADET CREED: Cadets are expected to memorize and abide by the JROTC Cadet Creed (Encl 1).
Army JROTC intends to teach cadets to:
- Maximize potential for success through learning and self-management.
- Develop leadership skills.
- Incorporate principals of mental and physical wellness into behaviors and decisions.
- Build effective relationships with peers, co-workers, and community.
- Apply physical and political geography to build global awareness.
- Correlate the rights and responsibilities of citizenship to the purposes of US government.

JROTC Core Abilities: JROTC core abilities describe the broad, life-long skills that each cadet needs for success in all career and life roles. They are drawn from overall goals and values that drive the JROTC program. Core abilities are not learned in a single lesson, but rather are linked to lesson competencies in order to integrate or thread them throughout the entire JROTC curriculum.

COURSE CREDIT: JROTC is a semester-long elective course. One (1) credit is awarded for completion of each successive Leadership Education and Training (LET) level. Credit for JROTC may be substituted for the credit of Physical Education required for graduation.
ENROLLMENT REQUIREMENTS: To be eligible for enrollment and continuance in JROTC, a student must meet the following requirements:
a. Education. The student must be enrolled in and attending Seneca High School on a full-time basis.
b. Grade. The student must be in a grade above the 8th grade during the school year of enrollment.
c. Academic Standing. The student must maintain an acceptable level of academic achievement and standing as required by the JROTC program and Seneca High School.
d. Conduct & Character. Cadets must maintain an acceptable standard of conduct. Those in leadership positions are expected to demonstrate high personal standards in order to set the example. All cadets should be honest, self-reliant, and have a sense of personal and social responsibility in performing unit and other academic assignments. They must exhibit self-discipline and respect for constituted authority through observance of laws, rules, and regulations; by prompt and regular attendance at instruction; and in their general demeanor. Cadets who fail to meet standards will be removed from leadership positions. All cadets will be screened at the end of each school year and will only be readmitted to the program with the approval of the Army Instructors.
e. Physical Ability. The student must be able to participate fully in the Physical Education program of Seneca High School. This requirement, under open enrollment policies and when directed by the principal and Senior Army Instructor, may be waived. However, the school must provide any special equipment or additional instructors or aides that may be required to instruct these students at no cost to the government. The school must also ensure these students cause no disruption to the presentation of the JROTC curriculum.
f. Surveys/Screening Tests. The students will complete surveys and/or screening tests as may be prescribed by the school or JROTC.
DISENROLLMENT: At the discretion of the Senior Army Instructor, and with the approval of the school’s administration, a cadet will be disenrolled or excluded from attendance, as appropriate. In all cases, a cadet will be considered for disenrollment when he or she—
a. Withdraws from school.
b. Demonstrates ineptitude for leadership training indicated by a lack of general adaptability.
c. Fails to attain/maintain an acceptable standard of academic achievement, conduct, appearance or attendance.
d. Exhibits undesirable character traits, such as—
1. Lying, cheating or stealing.
2. Possession or use of illegal drugs or substances.
3. Conviction or adjudication as a juvenile offender or commission of any offense that could lead to imprisonment.
4. Frequent incidents of a discreditable nature with school or civil authorities or other similar acts.
e. Fails to maintain requirements for enrollment (see above).
f. Exhibits an indifference to and/or a lack of interest in citizenship and leadership training as demonstrated by—
- Frequent absences or persistent tardiness from class or drill.
- Repeated failure to wear uniform on designated days.
- Failure to adhere to established personal grooming standards.
- An established pattern of shirking responsibility, including failure to participate in unit events or community/school support activities, such as parades and organizational fund raising events.
STATEMENT OF UNDERSTANDING AND ACCEPTANCE: At the beginning of each school year, cadets will execute a formal Statement of Understanding and Acceptance, witnessed by a parent or guardian, indicating his/her understanding and acceptance of the JROTC’s fundamental values, standards and expectations. STATEMENT OF HEALTH AND FITNESS: At the beginning of each school year, cadets will execute a formal Statement of Health and Fitness, witnessed by a parent or guardian, indicating his/her medical condition. (Attachment 3)
CLASSROOM RULES, PROCEDURES, AND EXPECTATIONS: Compliance with JROTC classroom rules, procedures, and expectations. Additionally, all Seneca High School rules, regulations, and procedures will be enforced.
MATERIALS: Cadets will be issued all required uniforms and equipment. Fundraisers will be done to offset cost of cleaning, and maintenance of issued items. All instructional materials are furnished by the US Army Cadet Command at no cost.
GRADING & ASSESSMENT: Because of the performance-based nature of the JROTC curriculum, cadet grades will be determined utilizing on the following formula:
Participation - 30%
Performance - 20%
Discipline/Military Bearing - 30%
Tests/quizzes - 20%
Assessment of degree of participation and performance will be subjective and based upon observation by Army Instructors. A cadet’s discipline and military bearing grade will take into consideration overall behavior and discipline record.
HOMEWORK: JROTC is performance based. Homework assignments will be limited to reading and writing assignments and/or special projects.
CO-CURRICULAR ACTIVITIES: JROTC co-curricular activities include a Color Guard, Drill Team, Raiders, and Marksmanship. These JROTC activities are highly competitive and require personal commitment and dedication. Selection is based on demonstrated abilities, performance and attendance at scheduled practices. Cadets may earn varsity letters for Raiders. Other co-curricular activities include parades, community service, and school support activities. Maximum attendance/participation by cadets is expected.
